Unfeasible agreements signed by ex-justice minister Miglena Tacheva could drive the ministry into bankruptcy, commented current minister Margarita Popova.
Reportedly the ministry’s debts total BGN 350 million. The agreements in question include construction of two courts of justice in Sofia and Varna and cost over 300 million. Annexes to the contracts stipulate additional costs of 30 million. According to Popova Tacheva signed a contract for construction of a court in Sofia for 184 million and in Varna for 164 million, which is equivalent to construction of a stadium with capacity of 30 000. Popova described the debts as “shocking” and pointed out that there is no way the projects can be implemented because the ministry does not have sufficient funds. She reported that her ministry’s annual budget is 170 million. The contracts signed by Tacheva will be submitted to the Prosecutor’s Office for review. An inspection also unearthed irregularities concerning food supplies to prisons. One example is of a private company, which supplied cooking oil at prices higher than those in stores. The ministry paid 9 million a year for these supplies. Three ministry staff members have been fired. They are the director of the public procurement department, director of finance and accounts and senior expert of public procurements. The last is also facing charges of corruption.
