Finance.news.bg reported that about 20 million shares of BTC were frozen by the Post-Privatization Control Agency (PPCA) as collateral for the penalty imposed.
 They are equal to about 7% of the company's capital.

This is a stringent penalty for unfulfilled commitments on employment, said agency director Atanaska Bozova.
Following the court’s verdict in last October the PPCA requested that the court freeze all the assets of the telecom - over 288 million - but the court denied the request.
The agency levied a fine of 22.5 million leva on the telecom in May last year due to unfulfilled requirements regarding number of employees between June 12, 2005 and June 11, 2006.
The claim was also made before the International Court of Arbitrage in Paris. The case will close by the end of the year. The telecom was also fined 60 million leva last year because of its employment program in June 2006 – June 2007. The government has a third claim to the BTC – the resale of the company for 1.08 billion euro in 2007. The state should have gotten 80 million euro from this deal. The finance ministry has taken control of this case.
