Government officials continued perpetrating contraband after the fall of communism
“The concealed traffic has continued after the fall of communism. On occasion it is perpetrated by employees of the former State Security (Durjavna Sigurnost). The profit was huge and would be distributed among a very small group of people,” ex-surveillance agent Krasimir Raidovski declares.

Interview by Elizabeth Dafinova

Q: Mr. Raidovski, how will you comment the scandal in the MI surrounding Serbian drug trafficker Budimir Kuyovic?

A: The Kuyovic case is a result of the activities of the MI after the fall of communism on November 10, 1989. For almost two decades certain political groups intentionally contribute to a negative public perception of the secret services and the MI. Respectively the staff loses motivation. Adding to that the authorities are incompetent and serve political and corporate interests. This renders MI personnel susceptible to corruption.

Q: Do senior MI officials “protect” drug traffickers on the territory of Bulgaria? Is it possible that the scandal was caused by a power struggle within the MI?

A: A lot was said about MI officials providing drug lords protection these past years. I personally cannot imagine any senior official being that immoral. Occasionally police officers were caught “protecting” dealers. They were fired and brought to justice. This is what happens all over the world. It gets worse if the government is weak or the state has no authority.

Q: On that note, the leadership of the socialist party agreed to form a committee to investigate those involved in the scandal. Does this mean Rumen Petkov will be replaced as minister of interior, and will this harm the BSP?

A: In the months following the fall of communism both the former communist leaders and new democrats (ex-party secretaries) intentionally propagated hatred of the MI and especially the State Security. The first group did this to atone for past sins, and the second – for future ones. When they discovered the power of information and the opportunities it provided to manipulate public opinion they entered into a power struggle for the MI. This process has been typical of all past Cabinets and still exists. Many party leaders, be they members of the majority or the opposition, are unsatisfied with the minister of interior and want to control the MI. This is typical of people who have had authority in the past. They consider themselves irreplaceable and want to prove how great they are. In this case I don’t think this will affect BSP leadership. On the contrary, after the results of the investigating committee are publicized Rumen Petkov will come out on top.

Q: Is it true that although the State Security no longer exists, its channels for production and distribution of amphetamines still function and are being used by certain groups within the MI?

A: All major secret services in the world perpetrate cigarette contraband and arms and drug traffic to cover the ensuing costs of their auxiliary activities. Bulgaria was no exception up until November 10. It is no secret that Kintex’s structures were involved in this, and the State Security controlled this activity. The currency derived in this manner flowed into the state treasury and was used to cover budget expenditures. At the time none of those involved in contraband of cigarettes and arms even imagined setting a single dollar aside. They had high morals. Captagon was produced, but not sold in Bulgaria. Not even the biggest anti-communist can deny that drug addiction burgeoned after the fall of communism. After the coup d’etat the technology of the so-called “concealed transit” was privatized. The concealed transit has continued after November 10. On occasion it is perpetrated by officials with the former State Security. The profit is huge and is being distributed among a very small group of people. However, the claims that parties are financed this way are pure myth. Of course, some politicians get a share of the pie, but this doesn’t mean that parties are financed via criminal activities.
